Each year, one award is offered to a US citizen to undertake lecturing and/or conduct research related to comparative public administration, public management, or social policy, in any of the University of Ulster’s Faculty Schools or Research Groups for three to twelve months. Lecturing may be at the undergraduate, graduate and/or doctoral levels. Candidates may also offer a seminar on research conducted during the grant period, engage in professional development work with senior public sector officials on cross-border (Northern Ireland and the Republic of Ireland) short courses, or consult on curriculum development.
The award is for £12,500 (regardless of project length) paid in installments directly to the grantee, the first of which is typically given upon arrival in the UK. Limited sickness and accident benefit coverage (typically not needed with free access to the NHS) as well as participation in a number of Fulbright Scholar events including the Fulbright Forum each January are also included. Grants are intended for general expenses incurred during the recipient's time in the UK, including any required work permit fees. The scholar will also have access to the full facilities of permanent faculty to support their ongoing research including office accommodation, access to a computer, library resources, and other sports and social facilities. Candidates usually arrange to receive sabbatical pay while away to meet any additional expenses.

Preference will be given to those who do not have extensive experience in the UK.
In making these awards the Commission is looking not only for academic excellence but a focused application, a range of extracurricular and community activities, demonstrated ambassadorial skills, a desire to further the Fulbright Programme and a plan to work for the betterment of the home and host countries both during and after studies.
Applicants must draw up a detailed project outline and provide evidence that the University of Ulster will agree to act as host and supervisor. Applicants should identify and make contact with whom they wish to work. Evidence of teaching experience should be included in the application. Preference will be given to applications that contain an element of outreach or community work. Whether lecturing, consulting on course design/curriculum or researching, the specifics of this arrangement should be worked out directly with the University of Ulster. The grant year is from September until August, but scholars must begin the grant between 1 September and 30 April. Scholars will be expected to develop a long-term link between their home institution and the University of Ulster.

Proposals must receive endorsement from the Universty of Ulster, which the Fulbright Commission will seek on behalf of successful applicants.
