Sandra Kaiser (Chair)

Sandra Kaiser joined the U.S. Embassy in London as minister-counselor for public affairs in August, 2008.  A career diplomat with 22 years experience in public diplomacy, she served previously as deputy chief of mission in Copenhagen from 2005 to 2008, where she guided the U.S. response to the Mohammed cartoon crisis in 2006.  As counselor for public affairs in Athens from 2001 to 2005, she directed U.S. public diplomacy around the 2004 Olympics. 


Ms. Kaiser was awarded the Department of State’s Lois Roth Award for Excellence in Public Diplomacy for her work with Greek media in the aftermath of September 11.  She served previously as director of public affairs for the Department of State’s European bureau and was part of a small team that opened America’s first embassy in Estonia after the collapse of the Soviet Union in 1991.  She also served in Germany and Brazil.  Her languages include Greek, Serbian, Portuguese and German.  A former environmental journalist, she graduated with a BA from San Francisco State University in 1983.

Professor Michael Arthur

Professor Michael Arthur is Vice-Chancellor of the University of Leeds (1st September 2004).  He was formerly Professor of Medicine (1992), Head of the School of Medicine (1998-2001) and Dean of the Faculty of Medicine, Health and Life Sciences in Southampton (2003-04).  

He is a hepatologist with research interests in liver cell biology developed initially at the University of California, San Francisco (1986-1988) and more recently as a Fulbright Distinguished Scholar at Mount Sinai School of Medicine in New York (2002).

Professor Arthur became a Fellow of the Academy of Medical Sciences in 1998. His external contributions now include Board member of Yorkshire Forward and DCSF Champion for 14-19 Specialised Diplomas.  He has joined the board of the Qualifications and Curriculum Authority and became a US/UK Fulbright Commissioner in 2008.  Professor Arthur has also recently been appointed to the Council of the Medical Research Council and from September will head the Russell Group.

Joseph E. Connolly

Joseph E. Connolly is an MBA graduate of the Harvard Business School where he majored in International Finance and International Marketing, and an AB, magna cum laude, graduate of Cornell University where he majored in Government and History.

He spent 30 years as an investment banker on Wall Street and in the City of London. At Citigroup he served as Global Group Head for Corporate Finance overseeing more than 300 analysts, researchers and economists as well as having responsibility for Citicorp University which provided both executive education courses to seniors and management associate training. He also served as Executive Director for Global Research at UBS and earlier has worked as a Senior Analyst at Moodys and a Managing Director at Fitch rating agencies. He has published over 100 research pieces for the fixed income global markets. He is also author of ‘The Data Communications Market in the Next Decade’, Comsat Press.

He also has served as a board member for the Centre for Economic Policy Research at Princeton, the International Financial Services Institute at MIT, and the MBA Admissions Committee at Harvard. In 2006 he was appointed to the Board of Advisors to the Institute of Islamic Banking and Insurance in London. He is an advisor to the Institute of Swiss Banking at the University of Zurich. In 2005 – 2007 he was Willard Brown Distinguished Professor of Management and Islamic Finance at The American University In Cairo, Graduate School of Management.  He is Distinguished Visiting Professor of Global Finance and Corporate Governance at the Ecole des Ponts et Chaussées-MBA School of Management, Paris and has served on several corporate boards.

Liza Davis

Liza Davis joined the U.S. Foreign Service in 1990.  She has had postings in the cultural and press offices at U.S. Embassies in Buenos Aires, Argentina; and Managua, Nicaragua, and was Public Affairs Officer at the U.S. Consulate General in Tijuana, Mexico, from 2002-2006. 

Most recently, she was Director of Programs for the European Bureau's Office of Public Diplomacy, at the State Department in Washington.

A native of Lexington, Virginia, Ms. Davis holds a B.A. in German Language and Literature from the University of Virginia.

Ronald Freeman

Ronald Freeman is a board director of leading companies in Russia and Poland engaged in banking, steel, oil and gas and telecommunications.  He was head of the Banking Department of the European Bank for Reconstruction and Development (EBRD) for two terms, starting from the EBRD’s inception, making loans and investments in the twenty three countries of the former Soviet Union. Prior to that he was an investment banker with Salomon Brothers, a McKinsey consultant in Paris and a practicing lawyer.

Currently, Mr Freeman is also co-treasurer and Executive Committee member of the Atlantic Council (Washington DC), Hon. Secretary of the Pilgrims (London), and co-head of Columbia University Law School International Advisory Committee.

Mr Freeman is a dual UK and US national and earned a JD at Columbia University Law School and a BA at Lehigh University.

E. Noel Harwerth

E. Noel Harwerth is a non-executive director of Royal and Sun Alliance Insurance Company (Audit and Investment Committees), Logica (Remuneration committee chairman), Anglo Irish Bank (Risk Committee Chairman),Impellam Group (SID and Audit committee chairman), Sumitomo Mitsui Banking Corporation Europe (Deputy Chairman)and Harry Winston Diamond Corporation.  In 2006 she was appointed by the U.K.Government to the Board of the Tote. She served on the board of Corus Group until it was acquired in April, 2007.

Mrs. Harwerth served as Partnership Director of London Underground from 2003-2008, having previously served on the Board of Transport for London, where she chaired the Audit Committee.

From 1998 to 2003 Mrs. Harwerth was Chief Operating Officer of Citibank International PLC in London. She was responsible for Infrastructure and Governance of Europe’s first truly pan European bank, with branches in 18 countries.

Prior to joining Citicorp in 1988, Mrs. Harwerth held senior positions in Dun & Bradstreet and Kennecott Copper Corporation, where she worked on large, complex international mining transactions.

Mrs. Harwerth was educated at the University of Texas in Austin and holds a Jurisdoctor degree from the University of Texas Law School. She holds both U.S. and British citizenship.

Mrs. Harwerth is a member of the Guild of International Bankers, Committee of 200, and the International Women’s Forum. She serves on the U.S./U.K.Fulbright Commission, the Campaign Board of Historic Royal Palaces, and is a member of the Women’s Leadership Board of Harvard’s Kennedy School of Government. She enjoys horse racing, golf, and opera.

Naguib Kheraj

Naguib Kheraj is Chief Executive Officer of JPMorgan Cazenove, a leading London based investment banking business.

He was previously a Director and Member of the Group Executive Committee of Barclays PLC, where he served in a number of senior roles including Group Finance Director. Prior to joining Barclays, Mr Kheraj held senior positions at Robert Fleming and at Salomon Brothers in London where he started his banking career in 1986.

Mr Kheraj is a member of the Board of Governors of The Institute of Ismaili Studies, an educational institution which promotes scholarship and learning on Islam.  He is also Chairman of the National Committee of the Aga Khan Foundation (UK) and a Member of the Board of Trustees of the Aga Khan University.  Mr Kheraj also serves as a Member of the Investment Committee of The Wellcome Trust.

Mr Kheraj has served as a Senior Adviser to Her Majesty’s Customs and Revenue Service and to the Financial Services Authority in the UK and as a Member of the Development Board of The Prince’s Trust.

Mr Kheraj was educated at Dulwich College, London, and Robinson College, Cambridge, where he graduated with a degree in Economics.

Simon Lewis

Simon Lewis is the Prime Minister’s Official Spokesman and Director of Communications.  Prior to his appointment to 10 Downing Street he was Group Corporate Affairs Director for Vodafone; a position held since joining that company in November 2004.

Previously he was Group Director of Communications and Public Policy for Centrica Plc.   His previous role was Managing Director, Europe, in which he was responsible for Centrica’s activities in Continental Europe. Prior to that he was Director of Corporate Affairs for Centrica.

He was seconded to Buckingham Palace for two years as the first Communications Secretary to The Queen in 1998.  

Previously he was Director of Corporate Affairs at NatWest Group and Head of Public Relations at SG Warburg plc.  He was President of the Chartered Institute of Public Relations in 1997 and was appointed an Honorary Professor at the Cardiff School of Journalism in 1999.

He was educated at Brasenose College, Oxford and was a Fulbright Scholar at the University of California at Berkeley in 1981.  He is on the Board of the US-UK Fulbright Commission and a Trustee of The Vodafone Group Foundation.   He has been appointed a Visiting Fellow of The Oxford University Centre for Corporate Reputation.

Dr Janet Lowe CBE

Janet is a former Principal of Lauder College, Dunfermline, a position she held for 10 years.  During her 30-year career in further and higher education, she also held posts at the University of Hull, Napier University and Duncan of Jordanstone College of Art.

Janet completed her research doctorate with Stirling University in 2005. In 2007 she was awarded an honorary doctorate by Queen Margaret University.

She is currently a member of the Court of the University of Dundee and a Trustee of the Carnegie Trust for the Universities of Scotland.
Her previous public service has included membership of the Garrick Committee, the Court of Heriot-Watt University, and the Boards of the Scottish Further Education Unit and Scottish Enterprise.  She was a member of the independent Local Government Finance Review Committee which reported to Scottish Ministers in 2006.

Janet was awarded the CBE in 2003 for services to Further Education. She was appointed to the Board of Skills Development Scotland in 2008. Her appointment to the Scottish Further and Higher Education Funding Council runs from 3 October 2005 to 2 October 2009.

Sir David Manning GCMG CVO

Sir David Manning joined the Foreign & Commonwealth Office in 1972.  He served in Warsaw, New Delhi, Paris and Moscow.  From 1994-5 he was Head of Policy Planning; from 1995-8 Ambassador to Israel; and from 1998-2000 he was Deputy Under Secretary of State for Defence and Intelligence and a member of the Foreign Office Board. 

He was the UK Permanent Representative at NATO (Brussels) from 2000-2001 before returning to London as Foreign Policy Adviser to the Prime Minister and Head of the Defence and Overseas Secretariat (2001-2003).  He was then Ambassador to the United States for four years from 2003-2007.

Sir David is a Non-Executive Director of the Lloyds Banking Group, the BG Group and Lockheed Martin (UK).  In 2009 he took on a part-time advisory role in the household of HRH Prince William of Wales and HRH Prince Henry of Wales.

Susannah Simon

Susannah Simon was appointed Director of the Joint International Unit for Education, Employment and Social Affairs in January 2010. 

Before that she was head of the Climate Change and Energy Group in the Foreign and Commonwealth Office (May 2006 - December 2009); and Director, European Policy (Asylum and Immigration) at the Home Office from September 2003 - May 2006. 

Previous postings have included Berlin (First Secretary EU) and Almaty, where she was the UK’s first resident diplomat in 1992, following the breakup of the Soviet Union. 

She studied Russian and German at Oxford, graduating in 1987.

Diana Mary Warwick, Baroness Warwick of Undercliffe

Diana Warwick is a Labour member of the House of Lords.

She was General secretary of the Association of University Teachers from 1983 to 1992 and Chief Executive of the Westminster Foundation for Democracy from 1992 to 1995.

On 10 July 1999 she was created a life peer as Baroness Warwick of Undercliffe, in the County of West Yorkshire.

She retired as Chief Executive of Universities UK in July 2009.

Martin Williams

Martin Williams has been Director of Higher Education, Strategy and Implementation at the Department for Innovation, Universities and Skills (DIUS) [now Business, Innovation and Skills - BIS] since November 2006.

During his civil service career in the Department of Employment and DIUS, his work has included industrial relations, unemployment, the school workforce and the Higher Education Act 2004. Between 1989 and 1990 he studied at the Ecole Nationale d’Administration in Paris, and he has also spent time with the Employment Service and the Health and Safety Executive.
